Firstly, I apologize that this post was a day late.
Let me clarify that a mean EDH deck does not prioritize winning the game quickly, its main goal is to make other players have no fun. Now, let's begin. When thinking of the meanest EDH decks, there might be a few that come to mind. I feel that there are a few main subtypes of mean: Stax, Mass Land Destruction, and Counterspell decks*. Let's discuss these subtypes briefly.
Stax -- EDH
The main goal of Stax is to not let anyone do anything whatsoever and accomplishes this with cards like Nether Void, Winter Orb, and Static Orb.
However, this article's deck will not use Stax, as it's much too slow and almost no one likes it.
Mass Land Destruction -- EDH
Another quite mean EDH deck style is land destruction or dealing players damage for playing lands. A few examples of cards like this are Armageddon, Zo-Zu, the Punisher, and Fall of the Thran.
This is also quite an evil strategy, as the game gets stalled for long periods of time, as after the lands are destroyed, many turns need to be used to hopefully draw lands and play them. It also does not give you much of an advantage in the game. The deck that we will discuss later gives you an advantage over others and it does not slow gameplay down as much.
Counterspell Decks -- EDH
There should be no need to discuss Counterspell decks as they are exactly what they sound like, which is a deck full of counterspells. Most of these decks don't exactly have a plan to win and eventually they will run out of counterspells.
The Meanest Commander
A few options for the meanest commander are Grand Arbiter Augustin IV, which taxes opponents and gives us cost reductions, Gaddock Teeg, which limits our opponents' spell-casting abilities, or Zo-Zu, the Punisher, who punishes people for playing lands. However, I propose a different commander who is much more unconventional, Narset, Enlightened Master.
Whenever Narset attacks, you exile the top four cards of your deck and can cast any noncreature spells for free. This may seem like a semi-powerful ability, but if you can get in one attack with Narset in the meanest possible build, you have a good chance of locking your opponent out from having a turn for the rest of the game. The way to accomplish this is by filling your deck with extra turn spells and extra combat step spells so that Narset can continue getting more and more attack steps, which hopefully get more extra turn spells... Let's further discuss the build.
Narset Mean EDH -- Deck Plan
There are two main parts of this deck: letting Narset attack more and making sure she isn't killed in combat. We can accomplish the first part through additional combat steps and extra turns, and we can accomplish the second part by removing creatures that could kill her and making her unblockable.
Part I -- Extra Turns and Additional Combat Steps
There are two things to note before discussing extra turn cards, and the first is that some extra turn cards make you lose the game at the end of your extra turn. This is still useful in case you are about to lose, or if you know you can win with one extra turn. The second is that only noncreature spells that immediately give you an extra turn are included.
With that in mind, here is the list of Extra Turn Cards:
To make sure Narset doesn't die, we include cards that give it unblockable or protection and instant-speed removal spells to deal with annoying creatures.
The rest of the deck are just powerful noncreature spells. I know that it's extremely slow to click on links to see cards rather than have mouse-over cards, so I made the deck on Mtgvault. You can view it here at https://www.mtgvault.com/jxue16/decks/narset-edh/.
Thanks for reading.
*Some people may consider this to be a form of Stax.
